South Haven extends PUD status for downtown development

The city of South Haven is giving some more time to a developer planning to construct some housing and commercial space downtown.

In October of 2023, the South Haven City Council granted Planned Unit Development status to the Center Street project, which will be between Quaker and Phoenix Streets. Developer Adam Locker of Locker & Locker Properties is planning a five-story mixed use development that will include new commercial spaces and 29 housing units.

At this week’s meeting of the council, City Manager Kate Hosier said the developer has requested an extension of the planned unit development due to delays.

This is a very large project and I know that he’s written in his letter that was shared with council that there was a number of things that are taking longer to complete,” Hosier said. “Additionally, Mr. Locker is looking to work with the MEDC and MSHDA on an incentive package and that is taking some time to put together. Also what’s not helping matters is that the Legislature has not adopted a budget for this year.”

Hosier said the developer is asking for an extension of up to two years while all of those issues are worked out.

He hopes that he doesn’t have to use the entire two years, but we thought, let’s be conservative and just understand that there’s some factors that are outside of everyone’s control.”

The council Monday approved the extension with little comment. Hosier said the city is still excited about this project and wants to see it through.

The housing units will be both apartments and condos. The parcel in question has sat vacant for about ten years, leaving a hole in the downtown.
