Townhouses, condos, marina in the works at Harbor Shores

The next phase of housing construction is in the works at Harbor Shores as the development this week asked for a new brownfield plan on three parcels near Upton Drive, Whitwam Drive, and M-63 to help recoup some of the cost.

Harbor Shores Community Redevelopment Managing Director Chris Cook tells us they currently have about 250 units that have been filling up well, and now the plan is to get to work on that area near the old St. Joseph water tower.

We’re planning to construct 20 loft condo units and 70 townhomes as part of this first phase, along with 77 slip marina,” Cook said. 

Cook says future phases will include a boutique hotel or rental villas, pools, restaurants, and town homes, but that’s still years off. For now, Harbor Shores is looking to get things moving on the first phase of this expansion.

If everything goes well, we’ll get our approvals and our permits and our bids, and we’ll be able to start in the first half of next year and get all that work done through the middle half of 2026 into late 2026, and then start our vertical construction, either late 26, early 27.”

In all, Cook says they’re looking at about five to ten years of construction to get everything finished.

St. Joseph City Commissioners this week signed off on a Harbor Shores request for a new brownfield plan for three parcels, totaling about 15 acres, to make this first phase happen. The request from the city now goes to the county, but Cook says getting a new brownfield plan put together will likely take through the end of the year.

City commissioners this week also rezoned a parcel that used to be a Whirlpool parking lot to make way for some of the housing.
