$1.4 million dollars will go to abstinence-only programs, thanks to the Michigan Department of Community Health. But Planned Parenthood-Mid and South Michigan CEO Lori Lamerand says such programs are completely ineffective.
Lamerand says the best form of sex education is one that teaches abstinence as the best way for young people to protect themselves from pregnancy and STDs, but she says it's important to give them access to contraceptives and decision making information.
