BH Negotiation Problems



It seems contract negotiations between the city of Benton Harbor and AFSCME Local 1433 aren't going well. The labor union chapter is now filing five grievances and five unfair labor practices against the city. Staff Representative Jerome Buchanan says the grievances are the result of layoffs that start in July. As for the unfair labor practices, Buchanan says City Manager Richard Marsh threatened the AFSCME Negotiating Committee with the layoff of 13 Union workers if it didn't agree to his proposals. Buchanan also accuses Marsh of threatening the Union President, and refusing to attend grievance hearings and to bargain with AFSME. WSJM was unable to reach Marsh Sunday for comment. The charges will now go to hearing in January.
