The investigation into a failed recall effort against Benton Harbor Mayor James Hightower has come to an end. In October of 2012, a number of signatures gathered to conduct a recall election against Hightower were thrown out by the City Clerk. A complaint to the Berrien County Prosecutor's Office led to an investigation. That investigation came to an end two-weeks back. Prosecutor Michael Sepic says some of the 251 invalidated signatures were duplicates, also signed by people not living within city limits. Because of the difficulty of proving the identity of the wrongdoers nothing is coming out of the case. Sepic does warn violations involving circulation of recall petitions will be aggressively prosecuted.
