The tone will be set tonight for President Obama's second term as he delivers his fifth State of the Union address. The speech is scheduled for 9 p.m., and Congressman Fred Upton says he's hoping to not hear a campaign speech.
The Republican response will be given by U.S. Senator Marco Rubio of Florida. He will give two responses - one in English and one in Spanish as the GOP works to retool itself and reach out to Hispanic voters who overwhelmingly voted for Obama in 2012.
