A vote could come as soon as this afternoon in the state House on a replacement for Public Act 4, the most recent version of the emergency manager law. Governor Snyder's administration has crafted the bill, which would address one of the biggest complaints about PA4: a lack of local control. Amanda Price is a state Representative from Park Township in the Holland area and says it's a good change.
The new legislation allows local officials to have some power to approve actions taken by an emergency manager and even come up with their own ideas. In Benton Harbor in particular, there have been a lot of complaints from the city commission about not having any authority under the now-repealed PA4, with commissioners often decrying the lack of democracy in the city.
