The brakes have been pulled on the city of St. Joseph accepting a $200,000 gift to fund improvements to Second Street and Lions Park Drive by a California man and city native. Commissioner Jeff Richards said it stunk of a "quid-pro-quo," with Mark Kiesel offering the cash if the city let him build two homes there the way he wants.
The fight has been taking up the resources of the commission and city staff for over a year, and the commission has decided they've heard enough. After first voting to approve the deal in October, they reversed course over the past month when Mayor Robert Judd said he'd heard enough comments from people opposed to the development to bring it back up. Many who have spoken out this year have said the city will lose too many parking spots used for access to the beach if Second Street is revamped.
