BH Commissioner Muhammad To Speak In Muskegon Heights On PA4



Public Act 4 and its possible repeal will be on the agenda on October 20 in Muskegon Heights for Benton Harbor City Commissioner Marcus Muhammad. He has accepted an invitation to speak at a town hall meeting there on the effects the emergency manager law has had in Benton Harbor and other communities.

The law is currently suspended with the referendum coming up on the November 6th ballot. In its place, the state's previous emergency financial manager law, Public Act 72 of 1990, enacted by former Governor Jim Blanchard, is in effect according to Michigan Attorney General Bill Schuette. That law was overhauled in 2011, resulting in much broader powers for those appointed by the state to take over struggling local governments and school districts.
