Ghouls and goblins will have two hours to trick-or-treat in Benton Harbor on Halloween. Mayor James Hightower explains.
Commissioner Mary Alice Adams tried to get the hours extended until around 9 p.m., saying she felt if teenagers were restricted to just two hours, they might rebel and cause problems. Other commissioners argued it's already dark by 7:30 and Hightower reminded the commission that those have been the traditional hours the past few years.
