Berrien County Road Commission Report Leaked



The confidential personnel report that led to the demotion of Berrien County Road Commission Managing Director Rhonda Hildebrand has leaked out. The board and its attorney had said the report was confidential and not subject to the Freedom of Information Act, but is now in the hands of road commission employees and we at WSJM News have obtained a copy. The document is roughly two-dozen pages long and lays out in detail the complaints of non-union employees against Hildebrand and two other managers. Among the details is Hildebrand's admission that she refused to take a drug test in August, 2011 as required by the policies of the road commission. There are also details of management directing foremen to charge work done for townships to other government entities. The Road Commission is seeking a tax increase this fall to get more money for roadwork around Berrien County. The board and attorney Michael Kluck determined in late August when demoting Hildebrand that the report was quote, "broad based and in most instances not individually specific" and they also added nothing illegal was turned up.
