St. Joseph City Manager Rated "Average" In Performance Evaluation



The initial performance evaluation for St. Joseph City Manager Richard Lewis by the city commission shows room for improvement. After a little more than a year on the job, the commission graded their city manager Monday night, with an overall performance for the year of "average." They looked at 10 areas, including quality of work, planning and problem solving, financial management, communication, and work attitudes and ethics. The lowest rating was in Communication, where commissioners gave Lewis a rating of "average minus," and note they want to see better communication between the city manager and commission. Lewis gets good marks for Work Attitudes and Ethics, with commissioners writing he is "very ethical" and has "no hidden agendas." They were also pleased with the six-year capital improvement plan, which helped the city manager earn a rating of "good" in Financial Management. The city commission will evaluate Lewis again in six months.

By comparison, the last evaluation of former City Manager Frank Walsh in 2012 came back with an overall grade of "outstanding/superior." Walsh was rated as "excellent" in all 10 categories on October 22, 2012.
