State Senator John Proos is holding a roundtable meeting in Lansing this week to discuss the results of a probation program in Hawaii that he has adapted in Michigan. The St. Joseph Republican will be joined by Judge Steven Alm, who created Hawaii's Honest Opportunity with Probation Enforcement, or HOPE, program. Proos created Michigan's version in 2012, called the Swift and Sure Sanctions Probation Program. It requires high-risk probationers to undergo frequent and random drug and alcohol tests with treatment decisions based on that behavior. Proos based it on the HOPE program in Hawaii, which is credited with a significant drop in crime and drug use by people on probation and also saved the state money as a result. Proos and Alm will meet with Capitol reporters on Wednesday morning.
