A poll released this week for the "Detroit Free Press" and Detroit TV station WXYZ shows there is momentum to overturn the state's emergency manager law. 43% said they will vote against Proposal 1, which would toss out Public Act 4, with 35% wanting to keep it and 18% still undecided. Benton Harbor City Commissioner Dennis Knowles says PA 4 is more of a racial and cultural question when he looks at the cities and schools that are under state control.
State Representative Al Pscholka of Stevensville authored PA 4, and a recall effort against him as a result failed to remove him from office. Holland Republican state Representative Joe Haveman says unions are trying to preserve contracts that could be dissolved by an emergency financial manager as they try to overturn the law.
The previous Emergency Manager law, PA 72 which was enacted during Democratic Governor Jim Blanchard's administration in 1990, is currently in effect while PA 4 awaits its fate on Tuesday. House and Senate Republicans have said if the law is overturned, they will work quickly to replace it.
