Fred Upton is headed back to Capitol Hill for a 14th term. The St. Joseph Republican beat Democratic challenger Mike O'Brien and said he wants to see the partisan atmosphere in Washington changed and toned down.
Upton tells WSJM News that he is hoping President Obama's second term is similar to that of Bill Clinton, where the White House and Republicans in Congress found common ground and worked together. He said during those times, we had balanced budgets and even surpluses. Upton was first elected to Congress in 1986 in what was then the state's 4th Congressional District.
