It's been a possibility for quite some time that Joe Harris would be out of Benton Harbor as the state-appointed emergency manager shortly. He told WSJM this spring he thought it would happen within months, and told the "Herald-Palladium" last October that he thought he might be leaving soon. Harris says he'd be surprised if he's still in town by the end of September, but adds the state Treasury Department is not going to be putting the city back into local control.
Former Governor Jennifer Granholm appointed Harris to the job more than two years ago in April 2010. Voters might get the chance to repeal Public Act 4, Michigan's emergency manager law, in November. The state Supreme Court will hear arguments this week on whether or not to allow the proposal to be on the ballot after enough signatures were collected, but the petitions those people signed were printed using the wrong font by state law.
