Berrien County Clerk Sharon Tyler says she's "surprised" by the ruling of Judge John Dewane to put the Benton Harbor recall election back on the ballot for November 4. In a statement, she says she didn't anticipate the decision to qualify the recall election based on the issue of duplicate signatures, adding that was "an issue that had not been raised by any of the parties until the day of the trial." Tyler plans to consult with the Bureau of Elections because the manner of her disqualification of duplicate signatures has been under their direction, instruction and training. She adds it appears that the ruling will "likely have state-wide implications."
